About Willson Management and Projects
Willson Management and Projects is an independent consulting firm providing building enclosure commissioning, technical advisory, and owner-side project leadership for complex projects across Western Canada and North America.
We are a small, senior-led firm. That is intentional. Our clients work directly with the principals who carry the expertise, not with junior staff supervised from a distance. We founded this firm to do meaningful technical work on projects where performance and durability matter, and to do it collaboratively, without the overhead and removal of a large organization.
Why We Do This Work
Buildings last decades. The decisions made during planning, design, and construction shape how they perform for the life of the asset — and when those decisions go wrong, the consequences are expensive, disruptive, and hard to undo.
We do this work because early, technically grounded engagement changes outcomes. Not in theory — in practice. We have seen what happens when building operation and performance is treated as an afterthought, and we have seen what it looks like when it isn't. The difference is significant.
What We Are Known For
Our Two Service Lines
Owner's Representative and Project Leadership led by Mark Willson
We provide owner-side technical leadership on complex capital projects where independent oversight, stakeholder alignment, and on-the-ground project management make a material difference to outcomes.Building Enclosure Commissioning and Technical Advisory led by Saphron Skinner-Willson

Our enclosure work spans new construction and renewal, with deep experience in cold climate performance, LEED-targeted projects, and Integrated Project Delivery environments.
Industry Leadership and Professional Involvement
Our team contributes regularly to professional organizations and standards bodies across North America. Saphron has served as President of the Building Commissioning Association's Western Canadian Chapter, and has contributed to the development of CSA Z5000 and Z5001 Low Carbon Building Commissioning Standards and the BCxA Building Enclosure Commissioning Best Practices, published in 2025. We speak at industry conferences and contribute to professional education initiatives across Canada and the United States.
This work keeps us connected to where the industry is going, and brings that perspective directly to our clients.
Mark Willson P.Eng, MBA
Project Leadership and Strategic Advisory
Mark brings over two decades of experience in construction and project management, with a career that has spanned contractor, consultant, and owner's representative roles across institutional, commercial, and utility sectors.
That range of perspective is his greatest asset. Having sat on multiple sides of the table, Mark understands how projects actually move — where decisions stall, where risk accumulates, and where an experienced owner's representative creates the most value. He is known for his ability to build alignment across complex stakeholder groups and keep projects moving with clarity and accountability.
His MBA, with a specialization in finance, gives him fluency in the fiscal dimensions of large-scale capital projects; budgeting, procurement structuring, and the financial trade-offs that owners navigate throughout delivery.
Mark has led projects ranging from post-secondary campus renovations to aviation-adjacent facilities requiring coordination across regulatory bodies, construction managers, and operational stakeholders. His work reflects the kind of trust that comes from transparent, accountable project delivery.
Saphron Skinner-Willson P.Eng, QCxP, LEED AP BD&C
Building Enclosure and Technical Leadership
Saphron has spent over 13 years working at the intersection of building enclosure design, construction management, and commissioning. Her experience spans iconic Calgary projects, complex institutional work across Western Canada, and multifamily residential in the United States — giving her an unusually broad foundation for a specialist.
She leads building enclosure commissioning engagements from project inception through warranty, with particular depth in cold climate performance, LEED-targeted delivery, and Integrated Project Delivery environments. Her approach is embedded rather than advisory — she works inside the design team, not at its periphery, and her value is most visible in the problems that never become issues.
Saphron has contributed to the building standards that govern her field, including CSA Z5000 and Z5001, and the BCxA BECx Best Practices published in 2025. She served as President of the BCxA Western Canadian Chapter in 2024, and received the BCxA President's Award in 2025. She speaks regularly at national and international conferences on enclosure performance, risk reduction, and collaboration in technical environments.
Her BECx project experience includes K-12 schools, recreation centers, municipal facilities, affordable housing, research centers, and office buildings across Alberta, British Columbia, Saskatchewan, and the United States.
PROJECT EXAMPLES
Selected Projects
STARS Air Ambulance Facilities — Calgary, AB and Winnipeg, MB
Owner's Representative and Project Leadership
New construction and occupied-facility renovation for Shock Trauma Air Rescue Service. Both projects required coordination across aviation authorities, emergency services stakeholders, and multiple consultant teams while maintaining uninterrupted operational readiness. A structured governance framework — including steering committee meetings, a formal project charter, and defined decision-making protocols — kept both projects moving through complex stakeholder environments. The Winnipeg project followed directly from the trust built during the Calgary engagement. Led by Mark Willson
Glenmore Protective Services Campus — Kelowna, BC
Building Enclosure Commissioning (BECx) — City of Kelowna
A multi-agency public safety facility housing Kelowna Fire Department Station No. 5, COSAR, and emergency dispatch operations. Full BECx scope on the LEED Gold-targeting fire station, including OPR development, design-phase reviews, field site visits, window and whole-building air leakage performance testing, and warranty review. A reduced commissioning scope was provided for the COSAR facility. Delivered within an Integrated Project Delivery framework. Led by Saphron Skinner-Willson
